平湖市不動產登記數字化改革進行時
今(jin)年來,不(bu)動(dong)產登(deng)記(ji)服務(wu)中心緊緊圍繞不(bu)動(dong)產登(deng)記(ji)數(shu)字化改(gai)革(ge),全力推(tui)(tui)進“互聯(lian)網+不(bu)動(dong)產登(deng)記(ji)服務(wu)”工作,深化“陽光不(bu)動(dong)產紅色(se)聯(lian)盟”服務(wu)品牌建設(she),著(zhu)力優化我(wo)市營商環境,持(chi)續(xu)推(tui)(tui)出多項(xiang)改(gai)革(ge)創新舉措(cuo)和便民(min)利民(min)服務(wu)措(cuo)施(shi),切實提高(gao)了(le)不(bu)動(dong)產登(deng)記(ji)辦事(shi)效率,增強(qiang)了(le)企業(ye)、群(qun)眾改(gai)革(ge)獲得感。
一(yi)、辦理渠(qu)道(dao)“多元(yuan)化”
不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)中心依托不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)網(wang)(wang)(wang)上(掌上)辦(ban)(ban)(ban)(ban)事(shi)大廳、部門(men)數(shu)據共享、人臉(lian)識別、E簽(qian)寶、在線(xian)支付等技(ji)術,推進(jin)全(quan)(quan)流(liu)程“網(wang)(wang)(wang)上辦(ban)(ban)(ban)(ban)”“掌上辦(ban)(ban)(ban)(ban)”,在全(quan)(quan)省(sheng)率先探索實(shi)施新建商(shang)品房“交房即發證”服(fu)務(wu)(wu),完成了從網(wang)(wang)(wang)辦(ban)(ban)(ban)(ban)1.0到(dao)網(wang)(wang)(wang)辦(ban)(ban)(ban)(ban)2.0平臺的(de)(de)迭代升級,逐步實(shi)現從“可(ke)辦(ban)(ban)(ban)(ban)“向”好辦(ban)(ban)(ban)(ban)、易(yi)辦(ban)(ban)(ban)(ban)”轉變(bian),網(wang)(wang)(wang)辦(ban)(ban)(ban)(ban)率達80%以(yi)上,進(jin)一步提升了不(bu)動(dong)(dong)(dong)產交易(yi)登記(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)效率。同時(shi),不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)中心依托網(wang)(wang)(wang)辦(ban)(ban)(ban)(ban)平臺積(ji)極拓展不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)延伸服(fu)務(wu)(wu),相繼實(shi)現“政銀協作”總(zong)對總(zong)模式(shi)100%全(quan)(quan)覆蓋、“法院執行一件(jian)事(shi)聯辦(ban)(ban)(ban)(ban)”,“繼承公證+不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)一件(jian)事(shi)聯辦(ban)(ban)(ban)(ban)”等多個“一件(jian)事(shi)”全(quan)(quan)流(liu)程網(wang)(wang)(wang)上辦(ban)(ban)(ban)(ban)理,進(jin)一步優化辦(ban)(ban)(ban)(ban)事(shi)流(liu)程、精簡收件(jian)材料,實(shi)現跨部門(men)的(de)(de)高效協同,從以(yi)前的(de)(de)“線(xian)下(xia)人工跑”變(bian)為“線(xian)上數(shu)據跑”,打通(tong)了不(bu)動(dong)(dong)(dong)產登記(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)的(de)(de)“最后(hou)一公里”。
二、繕證(zheng)領取“智能化(hua)”
不(bu)(bu)動(dong)(dong)產(chan)登(deng)(deng)記服(fu)務(wu)中心(xin)全(quan)(quan)面(mian)推廣不(bu)(bu)動(dong)(dong)產(chan)登(deng)(deng)記電(dian)子(zi)證(zheng)(zheng)(zheng)明應用,全(quan)(quan)市(shi)所有抵(di)押(ya)權登(deng)(deng)記和預告(gao)登(deng)(deng)記業務(wu)原則上只出具不(bu)(bu)動(dong)(dong)產(chan)登(deng)(deng)記電(dian)子(zi)證(zheng)(zheng)(zheng)明,為電(dian)子(zi)證(zheng)(zheng)(zheng)照共(gong)享查詢和群眾辦事減材料、減環節(jie)提供有力支(zhi)撐,并(bing)提供途徑在線下載(zai)電(dian)子(zi)證(zheng)(zheng)(zheng)明,實現(xian)了不(bu)(bu)動(dong)(dong)產(chan)抵(di)押(ya)登(deng)(deng)記業務(wu)“零次跑”。另外,不(bu)(bu)動(dong)(dong)產(chan)登(deng)(deng)記服(fu)務(wu)中心(xin)啟用了兩臺自(zi)助(zhu)打(da)證(zheng)(zheng)(zheng)機,通過行政服(fu)務(wu)大廳24小時(shi)自(zi)助(zhu)服(fu)務(wu)區提供紙質證(zheng)(zheng)(zheng)書(shu)(證(zheng)(zheng)(zheng)明)的自(zi)助(zhu)打(da)印服(fu)務(wu)。自(zi)助(zhu)打(da)證(zheng)(zheng)(zheng)機作為不(bu)(bu)動(dong)(dong)產(chan)數字化改革的重(zhong)要(yao)(yao)一(yi)環,也是“一(yi)窗受(shou)理”平(ping)臺的重(zhong)要(yao)(yao)末(mo)端載(zai)體,實現(xian)了線上線下的功能互補、融(rong)合發展,將進一(yi)步(bu)提高不(bu)(bu)動(dong)(dong)產(chan)登(deng)(deng)記的智能化水平(ping)。
三、查詢(xun)咨詢(xun)“線上化“
不(bu)動(dong)(dong)產(chan)登(deng)(deng)記服(fu)(fu)務(wu)中心(xin)全(quan)力推(tui)廣“浙里(li)辦(ban)”APP查詢(xun)不(bu)動(dong)(dong)產(chan)登(deng)(deng)記信息,市民在子女讀書、戶(hu)口遷移、銀行貸款等情(qing)景下(xia)需要的(de)不(bu)動(dong)(dong)產(chan)登(deng)(deng)記證(zheng)明(ming),現(xian)(xian)在只(zhi)要通(tong)過手機就能(neng)查詢(xun)、打印不(bu)動(dong)(dong)產(chan)登(deng)(deng)記證(zheng)明(ming),真正(zheng)實現(xian)(xian)了“零跑腿”,足不(bu)出門(men)便可輕(qing)松(song)拿到(dao)不(bu)動(dong)(dong)產(chan)權(quan)屬(shu)證(zheng)明(ming)。另(ling)外,中心(xin)為更(geng)好地(di)(di)全(quan)方位服(fu)(fu)務(wu)企(qi)業和群(qun)眾,創新“互(hu)聯網+不(bu)動(dong)(dong)產(chan)登(deng)(deng)記”服(fu)(fu)務(wu),推(tui)出“陽光微(wei)客(ke)服(fu)(fu)”微(wei)信客(ke)服(fu)(fu)服(fu)(fu)務(wu),為辦(ban)事群(qun)眾和企(qi)業提供優質(zhi)的(de)一(yi)對一(yi)服(fu)(fu)務(wu),實現(xian)(xian)實時(shi)溝通(tong),更(geng)加方便、快捷地(di)(di)解(jie)決(jue)問題,確保辦(ban)理(li)不(bu)動(dong)(dong)產(chan)登(deng)(deng)記業務(wu)成功。
四、資料(liao)成果“電子化”
中(zhong)心(xin)(xin)持續加(jia)強(qiang)“一(yi)(yi)證通辦”平臺的(de)應用(yong)(yong),進(jin)一(yi)(yi)步對接(jie)相關部門,加(jia)快(kuai)信息共享,并啟(qi)用(yong)(yong)電子審批表,工作(zuo)人員電子簽名實(shi)現(xian)一(yi)(yi)鍵生成,標(biao)志(zhi)著(zhu)不(bu)動產登(deng)記服務線上辦件(jian)從申請、受理、審核、登(deng)簿、發證實(shi)現(xian)全(quan)流程電子化。另外(wai),中(zhong)心(xin)(xin)進(jin)一(yi)(yi)步完善不(bu)動產登(deng)記信息平臺和不(bu)動產登(deng)記數(shu)據庫(ku),加(jia)快(kuai)推進(jin)不(bu)動產智慧登(deng)記項目(mu)的(de)建(jian)設,建(jian)立完整規范的(de)存量(liang)數(shu)據庫(ku),推進(jin)測繪成果的(de)矢量(liang)化工作(zuo),為不(bu)動產數(shu)字(zi)化轉型夯基固本。
下一步,平湖市不動產登(deng)記(ji)服(fu)務(wu)(wu)中心將(jiang)(jiang)秉持(chi)創(chuang)新服(fu)務(wu)(wu)理(li)念,提升(sheng)服(fu)務(wu)(wu)品質,以紅色黨建為(wei)引(yin)領,一方面通過(guo)對接優化不同系統(tong)平臺的(de)(de)網絡(luo)穩定性,提升(sheng)網辦(ban)體驗感,實(shi)現(xian)從(cong)“可(ke)辦(ban)“向”好辦(ban)、易辦(ban)”轉變。另(ling)一方面,將(jiang)(jiang)進一步完善部門(men)間信(xin)息共享,增加共享范圍,減少收件材(cai)料,為(wei)企業群眾(zhong)提供更加便(bian)捷、高效(xiao)的(de)(de)服(fu)務(wu)(wu),讓(rang)不動產登(deng)記(ji)工作做到服(fu)務(wu)(wu)落(luo)地、群眾(zhong)滿意。
